AB 1540 – 988 Suicide & Crisis Lifeline: LGBTQ+ Youth

What is this bill about?

AB 1540 will restore the “Press 3” LGBTQ+ Youth Crisis Hotline routing option available through the 988 Suicide & Crisis Lifeline.

How does it align with yli’s values?

On July 17, 2025, the federal Substance Abuse and Mental Health Services Administration ended all contracts with 988 subnetwork providers, leaving no specialized care services for LGBTQ+ youth. This choice has resulted in even fewer affirming mental health resources for LGBTQ+ youth, a community that already lacks access to inclusive supports.

According to The Trevor Project, LGBTQ+ youth in California face significant mental health disparities. In the past year, 35% seriously considered suicide and 11% attempted suicide, with even higher rates among transgender and nonbinary youth. Half of LGBTQ+ youth who wanted mental health care were unable to access it, underscoring the urgent need for specialized, affirming crisis support services.

yli partners with thousands of youth across the state, many of whom identify as queer. Our youth across the state have overwhelmingly identified mental health as a core issue affecting young people in California. They have led numerous campaigns on mental health and suicide prevention, and resources like suicide hotlines are essential to their wellbeing and safety.
