California’s public schools serve millions of children who experience trauma, chronic stress, and unmet behavioral health needs, yet access to preventive school-based mental health supports varies significantly by district. Many schools lack consistent evidence-based social-emotional learning instruction, contributing to disparities in discipline, attendance, academic performance, and long-term student well-being.

AB 1851 establishes a statewide, integrated framework for social-emotional learning, behavioral health, and restorative practices in California schools. reflects a critical shift toward prevention, early intervention, and whole-child support systems, it reduces siloed “programs” and directs the California Department of Education to develop and publish guidance, resources, and technical assistance that support local educational agencies in implementing an integrated approach.
