AB 1932 – C.R.I.S.E.S. Act

What is this bill about?

AB 1932 reauthorizes the Community Response Initiative to Strengthen Emergency Systems (CRISES) program, which funds community-based alternatives to law enforcement as first responders in crisis situations that are not related to fire department or emergency medical service response.

How does it align with yli’s values?

Each year, law enforcement in the United States kill upwards of 1,300 people — a national epidemic that exceeds the annual total before the global 2020 George Floyd uprisings. Between 2015 and 2024, police shot and killed over 2,000 people suffering a mental health crisis, at least 274 of whom were killed in California. By the most conservative estimates, at least 1 in 4 fatal law enforcement encounters involves an individual with serious mental illness.

Across California, community organizations are successfully responding to emergency situations. These community-based responses have shown positive impacts and cost savings. AB 1932 will extend the CRISES Act program, and will scale up community-based alternatives to law enforcement as first responders in emergency situations unrelated to a fire department or emergency medical service response.

yli partners with thousands of youth across the state, the majority of whom are low-income youth of color. We witness first hand the impacts of our state’s harmful “justice” system on their lives, and are staunch advocates of measures that will reduce the criminalization, incarceration and murder of our loved ones.

This policy aligns with our Racial Justice Platform, which addresses the impacts of the carceral system on communities of color.
