AB 2258 – Protect Access to Preventive Health Care

What is this bill about?

AB 2258 will strengthen existing law to ensure that all Californians have access to preventive health care that is comprehensive, inclusive, and affordable. 

How does it align with yli’s values?

yli partners with thousands of youth across the state, the majority of whom are low-income youth of color. Many of these young people already struggle to get the health care they need to thrive. We are staunch advocates of health care policy that ensure access to health care.

Federal guidance under the Affordable Care Act (ACA) requires health insurers and health plans to cover preventive care without out-of-pocket cost to the consumer. On March 30, 2023, a federal judge in Texas struck down national protections for preventive care benefits under the ACA in Braidwood Management Inc. v. Becerra. If Braidwood is upheld by the Supreme Court, the federal guidance on covering integral services without cost sharing will be unenforceable.

AB 2258 by Assemblymember Rick Chavez Zbur, which will codify longstanding federal guidance that health plans and insurers must cover services that are integral to providing recommended preventive care without cost sharing.

This policy aligns with our Health Justice Platform, which envisions culturally appropriate, whole-person healthcare for everyone.
