AB 2465 – No Taxpayer Dollars for Family Separation

What is this bill about?

AB 2465 ensures that state resources do not indirectly subsidize business practices that conflict with California’s public policy and values by prohibiting companies that invest in, manage, or operate private detention facilities or that contract with an agency that engages in or furthers immigration enforcement activities from receiving taxpayer-funded benefits, subsidies, grants, loans, or tax credits from the State of California.

How does it align with yli’s values?

Some corporations operating in California are profiting en masse from the suffering of our communities and continue to receive state subsidies and benefits. A report recently released by Good Jobs First found that in 2025, California companies received more than $3 billion dollars worth of contracts with Immigration and Customs Enforcement (ICE). The report also notes that most contractors with ICE have extensive records of regulatory violations and legal settlements.

California has long maintained that public funds should not support industries or business practices that undermine the state’s values, including accountability in private detention facilities and the protection of all people’s civil and constitutional rights. AB 2465 ensures that precious state taxpayer dollars are not used to subsidize business practices that conflict with California’s values or that support and further the detention and deportation of Californians.

yli partners with thousands of youth across the state, the majority of whom are low-income youth of color. We witness first hand the impacts of our state’s harmful “justice” system on their lives, and are staunchly opposed to using our tax dollars – which should be spent on promoting the wellbeing of California youth and families – to criminalize, incarcerate and deport them.

This policy aligns with our Racial Justice Platform, which addresses the impacts of criminalization on communities of color.
