SB 867 establishes a temporary moratorium on the manufacture and sale of toys that include AI-enabled companion chatbots until January 1, 2031.

Artificial intelligence technologies are rapidly being integrated into products marketed to children, including toys designed to simulate conversation and companionship; research and safety standards, however, have not kept pace with these developments. Children may view conversational AI as an authority or friend, even though generative AI systems can produce inaccurate, inappropriate, or unpredictable responses.
